LIEUTENANT OF ADMINISTRATION

Jarrett Holcombe

Lieutenant Holcombe was born in Bay Minette, AL and has been a lifelong resident of Baldwin County. After graduating from Baldwin County High School, Lt. Holcombe joined the Alabama Army National Guard as a communications specialist where he served from 2002 until 2011. During this time, he deployed to Iraq in support of Operation Iraqi Freedom II from 2004 until 2005. In 2019, after a significant break in service, Lt. Holcombe joined the United States Coast Guard Reserve as a Maritime Enforcement Specialist assigned to Station Pensacola, FL until his end of service contract in 2022.

In 2003, Lt. Holcombe attended Faulkner State Community College where he completed his Associate of Science degree in 2007 before transferring to Troy University where he completed his Bachelor of Science in Social Science degree.

Lt. Holcombe is married for seventeen years, has three children and enjoys coaching his sons’ (twins) football teams throughout the spring and fall. His eldest, his only daughter, is a member of National Junior Honor Society and hopes to attend the University of Alabama in the fall of 2027.

Lt. Holcombe joined the Foley Police Department in May of 2008 in search of proactive community service at the local level. He has served in the Patrol Division, Professional Development Unit, Criminal Investigations Division, and the Special Weapons and Tactics Units. Lt. Holcombe has taken on many collateral duties along the way to include SWAT, Fugitive Tracking, Firearms Instructor, Field Training Officer, and Evidence Custodian to name a few and is a graduate of the National Command and Staff College. Lt. Holcombe was promoted to the Command Staff in June of 2025 and is excited for his new role as the Commander of the Administration Division which includes the City Jail and Buildings and Grounds.

Why Foley PD?

“Back in 2008, I was looking for a new way to better serve my local community in a proactive way as I had done in the National Guard on a national level. I have family in the Foley area and come from a large public service family who all recommended the City of Foley for its commitment to service and support of the local community.”
